Property Tax & Closing Cost Breakdowns: What to Expect at Escrow

By Tiffany Tram, CA DRE #02175854

Understand property tax prorations, Mello-Roos, title insurance, and escrow fees so buyers and sellers know what to expect at escrow and can plan with confidence rather than surprise.

Few moments in a transaction create more anxiety than the first time a buyer or seller sees the full list of costs. The good news is that most of these charges are predictable once you know where they come from. Transparency is the antidote to surprise.

Why Costs Differ From Deal to Deal

No two transactions are identical. Costs depend on the purchase price, the loan type, the county, the title company, and what you negotiate. Rates, fees, and tax calculations also change over time, so use any general explanation as a starting point and confirm current figures with your escrow officer, lender, and the county.

Property Taxes: A Recurring Cost With a Closing Component

Property tax is part of the ongoing cost of ownership, and it appears at escrow in two ways:

  • Prorations: Taxes are divided between buyer and seller based on who owned the home during a given period.
  • Impounds: Many lenders collect money toward future tax bills as part of your monthly payment.

California's Prop 13 framework generally sets a base rate and limits annual assessment increases, but the amount you pay is tied to your purchase price and any local assessments. Ask for an estimate based on your own numbers rather than the seller's.

Mello-Roos and Special Assessments

In some communities, a Mello-Roos special tax is added to fund local services and infrastructure. It is typically separate from the base property tax and can materially change monthly costs. Your preliminary title report and disclosure package will indicate whether a home carries one. If you see something unfamiliar, ask before you remove contingencies.

Title Insurance and Escrow Fees

Two items appear in nearly every transaction.

  1. Title insurance protects against certain defects in a property's ownership history. A lender's policy is typically required for financed purchases, and an owner's policy protects the buyer.
  2. Escrow fees compensate the neutral third party who holds funds and documents, follows the instructions in your contract, and disburses money at closing.

Who pays for each can be a matter of local custom or negotiation, so review your purchase agreement and discuss it with your escrow officer.

Other Common Line Items

Depending on the deal, you may also see:

  • Lender fees and appraisal charges
  • Recording fees
  • Transfer taxes, which can apply to the seller or be shared by agreement
  • Homeowners insurance and prepaid items
  • HOA transfer and document fees for condominium or planned developments
  • Home inspection and other due diligence costs

How to Prepare as a Buyer

Ask your lender for a Loan Estimate early, and compare it to the final Closing Disclosure when it arrives. Budget for funds beyond your down payment, and hold a cushion for items that move late in the process. Keep your earnest money and contingency dates organized, since these are among the most important deadlines in your contract.

How to Prepare as a Seller

Sellers should request an estimated net sheet at the outset of the listing process, then update it when offers arrive. This helps you compare offers on what you would actually receive rather than the headline price alone. Your escrow officer and, when relevant, your CPA can address commissions, payoffs, and tax questions.

Why Concierge Escrow Support Matters

One pillar of how I work is concierge escrow and contract protection. That means reviewing the paperwork with you, explaining each line in plain English, tracking deadlines, and flagging issues early so there is time to resolve them. My goal is for no one to open an envelope on closing day and feel blindsided.
